The second item for review is the outdoor storage for the repair of vehicles. In the Conditional Use Permit <br />Benchmark Auto applied for in 1999, it was noted that City Staff recommends that the exterior storage of car <br />parts and /or clips of cars have a sunset date of December 31, 2000. There was much discussion between Steve <br />and the City Council at that time about how his business could not operate without this type of exterior storage. <br />The main concern from a Council standpoint was the appearance of a salvage yard and remaining consistent in <br />Ryan Industrial Park about allowable storage. The end motion states that the CUP is approved subject to <br />compliance of the Zoning Administrator as outlined in the report dated August 19, 1999. <br />I have conducted a couple inspections of the property at 3176 Spruce Street. On my second visit to the property, I <br />brought Joel with to talk to Steve and seek some clarification on progress made since Joel's meeting with Steve in <br />1999. Joel assured me this property has made tremendous improvement. Steve is requesting to be allowed some <br />outdoor storage of car parts and /or clips, stressing he cannot operate without it. He would limit his outdoor <br />storage to directly behind the building and along the north property line fence (see attached sketch). He has a <br />fence that surrounds the rear portion of his lot. The fence from street view is screened with slats, however the <br />fence that runs along the side and rear is not. If allowed some outdoor storage he would redo his fence to provide <br />for appropriate screening around the entire property. The layout of the lot was in a neat and orderly fashion. The <br />number of cars to be placed on the property is in compliance and the parts /clips has decreased dramatically. <br />Options for outdoor storage: <br />Option #1 Stick to past CUP condition (requires building or vacation of premises). <br />Option #2 Allowing Limited outdoor storage that is screened in lieu of a building. <br />I would like to take some direction on this matter within the next few weeks.
