On August 16, 1999, Joel Hanson, City Administrator; Elizabeth Mursko, Zoning <br />Administrator; Don Valento, Applicant; and Steve Carlson, Benchmark Auto met at 3176 <br />Spruce Street to discuss the various issues regarding exterior storage on this site. <br />This site has undergone a number of improvements over the last few weeks. The entire <br />storage area has been surfaced with recycled aggregate. Many of the "junk" vehicles <br />and other debris have been removed from the property and the site has been organized <br />by type of materials. The applicant and Steve Carlson have agreed to remove all the <br />remaining junk and debris estimated at 80% of the remaining outdoor storage from the <br />property by December 31, 1999. <br />During this discussion, it was my understanding that Benchmark Auto and Wally's Auto <br />Body are the only businesses that require exterior storage. We discussed their desired <br />number of vehicles to be stored on the property. The numbers were approximately 5 -10 <br />vehicles for Benchmark and 3 -4 vehicles for Wally's Auto Body for a total of fourteen. <br />The need for car parts and /or clips of cars storage was discussed at this meeting and <br />some alternatives were discussed such as indoor storage and an accessory building <br />built to house these items. The applicant and business owner did not feel these were <br />feasible alternatives at this time due to cost. <br />City Staff recognizes that car parts is an essential element for this particular business, <br />however it was the intent of the City Council in November of 1984 to eliminate this type <br />of exterior storage use in all zoning districts within the City of Little Canada. Based on <br />the information reviewed in this report, City Staff recommends that there be no exterior <br />storage of car parts and /or clips of cars on this site as r. Carlson and/or Or Mr. Valento <br />did not apply for the conditional use permit (CUP) to allow auto parts storage when the <br />use was first established and it is considered an illegal non - conforming use at this time. <br />City Staff recommends that the exterior storage of car parts and /or clips of cars have a <br />sunset date of December 31, 2000. <br />The use could continue as a Major Auto Repair with exterior storage as an accessory <br />use subject to the following recommendations: <br />1. Limitation on the number of repairable and /or antique cars on number to be stored <br />on the property to a total of (15) fifteen. The Applicant and /or business owners must <br />designate a storage area on the site plan in the designated storage area for the (15) <br />fifteen vehicles. Vehicles do not include clips of cars. <br />2. Limitation of height of materials to be stored outside no to exceed (5) five feet. <br />3. Limitation in size of area dedicated to clips of cars and parts storage to the <br />designated area on the site plan to a 20 -foot x 40 -foot area immediately behind the <br />north side of the building. This type of exterior storage will sunset on December 31, <br />2000 as it is not permitted in any district in the City of Little Canada as of November <br />of 1984. <br />-31- <br />
