MINUTES <br />CITY COCNCIL <br />AUGUST 11, 1999 <br />Morelan stated that he thinks this is a good use, the issue is the screening. There <br />is no way to adequately screen ajunk pile without moving it inside the building. <br />Morelan stated that if that was done, he would have no problem with the use. <br />Fahey suggested that if the use is O.K., then the zoning code should be amended <br />to allow other Industrial proper. ry owners the ability to operate an auto salvage <br />yard. <br />Pedersen questioned the screening requirement, pointing out that the Frattalone <br />recycling operation must be screened, but there is no way to completely screen <br />this use. Pedersen pointed out that the City is allowing Fra -Dor to continue to <br />operate for a period of time and suggested that this may be an option for <br />Benchmark Auto. <br />Fahey noted that Benchmark Auto has been in business for 20 years at this <br />location. Fahey felt it was both a screening issue and a use issue. If the City <br />were allow this use to continue, Fahey felt the zoning code should be amended <br />to offer the same opportunities to other property owners. <br />Morelan stated that he would only feel comfortable with the use if the storage <br />were internal rather than external. <br />Fahey asked if there were room to build a storage building on the property. <br />Valento reported that the lot is not big. Valento reported that he was not aware <br />that a special use permit was required 20 years ago when the property first <br />developed. Valento indicated that Steve Carlson would make additional <br />improvements to the yard and would screen the outdoor storage. Valento Felt <br />there should be a way for Carlson to continue to operate in the City. Valento <br />pointed out the requirements that a business must meet such as city, state, and <br />federal licensing requirements as well as taxes and insurance. <br />Valento reported that he has submitted a new parking plan for this property. <br />The original plan showed 11 spaces and he has added 13. Valento reported that <br />this would be more than adequate to meet the parking needs at the site. <br />However, the Zoning Code requirement is for 26 parking spaces. Valento <br />pointed out that he has replaced the grass surfacing of the outdoor storage area <br />with 4 inches of Class V. <br />Fahey noted that Valento is proposing to pave the parkinry and has installed a <br />gravel surface in the storage yard. The remaining issue is the use and whether <br />the Council feels this use should be added to the Industrial District. <br />Valento again mentioned the peinit chat was issued in 1979. Fahey noted that <br />that was a building permit and chat there has never been an application for a <br />special or conditional use permit for outdoor storage for this property.
