MINUTES <br />CI Y COLNCIL <br />AUGUST 11, 1999 <br />because of the lack of enforcement on the City's part that this business has <br />operated for all these years. <br />Pedersen pointed out that essentially this is a body shop and asked what other <br />body shops are doing with regard to outdoor storage of parts. The Zoning <br />Administrator pointed out that vehicles requiring repair are not considered <br />outdoor storage, however, auto parts would be. The Zoning Administrator <br />indicated that she was not familiar with the operation of all the auto repair <br />businesses in the City, but thought that most order pans as vehicles come in for <br />repair and do not store parts on site. <br />Fahey asked if a license was required for auto repair. Carlson reported that he <br />has both an auto repair license as well as an auto wholesalers license from the <br />City. <br />LaValle asked if Carlson sold parts. Carlson replied that he did not; the parts he <br />stores are for his own use. Carlson reported that auto body shops use both new <br />and used parts. Used parts are typically purchased from salvage yards. Carlson <br />pointed out that his business buys clips of cars first and then tries to find a <br />repairable to match the clip they have stored on site. Once the parts from the <br />clip are used, it is sold for scrap. However, some clips provide parts to more <br />than one repairable. <br />Valento felt that the yard could be cleaned up even more. He asked that the <br />Council allow the outdoor storage as requested, and indicated that the yard will <br />be kept in good order. <br />Morelan asked about Valento's request that required parking be decreased from <br />26 spaces to 13. The Zoning Administrator pointed out that there are three <br />businesses located on this property. In applying the use for each business, the <br />parking requirement under the current code is for 26 spaces. Using the 1964 <br />Code, the requirement would be 13 spaces. The Zoning Administrator <br />recommended 26 spaces for this property. <br />Morelan pointed out that the City Attorney has indicated that the application for <br />the CUP allows the City to require that the property be brought into <br />conformance with current zoning standards. <br />Morelan suggested that a survey of the general public would conclude that <br />Benchmark Auto operates an auto salvage yard, and that this type of outdoor <br />storage is more offensive than the storage of construction equipment and <br />materials. Morelan indicated chat he was nor sure that this storage could be <br />screened without putting it inside a building. <br />- 3 6 - <br />
