The <br />Administrator estimated that the neighborhood meeting will be held within <br />the next couple of months. <br />At this point in the meeting, 8:47 P.M., the Council took a short recess. <br />The meeting was reconvened at 3:55 P.M. <br />Mayor Fahey opened the continuation of public hearing to consider an <br />application for Conditional Use Permit for open and outdoor storage of <br />equipment and materials as an accessory for 3176 Spruce Street as <br />requested by Don Valento and Steve Carlson. <br />Steve Carlson reported that he met earlier this week with the Zoning <br />Administrator and the City Administrator to review options for the open <br />and outdoor storage. Based on that review, the Zoning Administrator <br />prepared her report dated August 19, 1999. Carlson reported that many of <br />the options outlined in the Zoning Administrator's letter will be difficult to <br />live with in operating his business. Carlson pointed out that the definition <br />of a junkyard itself is very difficult to live with. He noted that he is in the <br />auto repair business, however, the definition of junkyard is being applied <br />to his business. Carlson pointed out that he needs used parts to make his <br />business work. He has been in business in this location for the past 15 <br />years. However, now the Zoning Administrator has said that changes <br />need to be made to the way he is doing business. Carlson indicated that <br />there was not a problem until this year, and he is having a hard time <br />understanding the need for these changes. <br />Fahey pointed out that code enforcement in Ryan Industrial Park has been <br />an issue that the City has allowed to continue for a number of years. The <br />City has been lax in this area and with the addition of staff is trying to get <br />the Park cleaned up. Fahey pointed out that he has had business owners <br />on Rice Street asked why the businesses in Ryan Industrial Park are <br />allowed to operate in such a shoddy fashion when they are expected to be <br />in compliance with the Code. Fahey stated that all the businesses in the <br />City are expected to comply with the Code. Fahey also indicated that part <br />of the problem in Ryan Industrial Park is that there are too many <br />businesses on some properties. Fahey pointed out that this is not an easy <br />issue for the Council to deal with. <br />Carlson pointed out that Ryan Industrial Park was a swamp area with was <br />developed and generates tax dollars for the City. These are not Rice Street <br />businesses, but rather this is an industrial park. The businesses are not <br />trying to get away with anything_, and if there are some changes that are <br />- 3 9 - <br />
