Carlson reported <br />that they have worked hard to bring their propery up to standard. He <br />pointed out that he will screen auto parts so that they are not visible from <br />the public right -of -way. Carlson indicated that Council Member Morelan <br />commented that it would not be possible to screen entirely from the street, <br />and he stated that he begged to differ. The only way the auto parts would <br />be visible would be from overhead. <br />Morelan stated that he understands Carlson's concerns, and agreed that <br />code enforcement has been lax for so long that it is now a painful process <br />for everyone. Morelan pointed out that if this were a new business trying <br />to locate in the City, there would be nothing to discuss. The business <br />would not be allowed. However, the business has operated in the City for <br />quite some time, and the property needs to be cleaned up. Morelan <br />pointed out that the Council realizes that Ryan Industrial Park is what it is, <br />and as a result, changed some oft he requirements for the area, The City is <br />allowing, Class `v surfacing for storage areas and changed the requirement <br />of continuous curbing, as examples. Morelan stated that he realizes that <br />the businesses feel this is not enough, however. <br />With regard to screening, Morelan stated that Carlson might be right. <br />While it may not be possible to screen the auto parts with a chain -link <br />fence with slats, it may be possible to screen with a wooden fence. <br />Fahey asked if the limits on the number of vehicles proposed by the <br />Zoning Administrator was too restrictive. <br />Carlson pointed out that the Zoning Administrator is requesting a site plan <br />to show what will be stored on the site. He was concerned about what <br />would happen if he mistakenly parked a vehicle on the site in an area not <br />reflected as storage on the site plan. Carlson asked if there would be any <br />flexibility once the site plan is finalized. <br />Scalze pointed out that the Zoning Administrator is recommending the <br />storage of 15 cars on the site. That recommendation is a result of the joint <br />meeting between the Zoning Administrator, City Administrator, and Mr. <br />Carlson. <br />Carlson acknowledged that this number was talked about. However, he <br />was concern that he would be in violation if he did not have everything <br />parked according to how it is designated on the site plan. <br />Morelan pointed out that the Zoning Administrator's initial <br />recommendation was for a limit of cars.
