MINUTES <br />CITY COUNCIL <br />APRIL 25, 2012 <br />Blesener noted that even if Rice Street is improved with a mill and <br />overlay, the major costs are for reconstructing the intersections. Auge <br />suggested that perhaps the intersection at Little Canada Road could be left <br />as is with only County Road C reconstructed. Sidewalks could still be part <br />of the improvement. The Administrator reported that in talking with <br />Roseville's Public Works Director, he suggested that rather than have <br />sidewalks on both sides of the street, perhaps there are sidewalks on <br />portions of the Roseville side or Rice Street and on portions of the Little <br />Canada side. <br />Duray asked about just a mill and overlay without reconstructing the <br />intersections. Auge reported that is an option. If the road were milled and <br />overlaid, it would have an expected life of an additional 10 years. Keis <br />suggested that the mill and overlay could proceed and in the meantime, the <br />County could pursue Federal funds for the reconstruction project. Auge <br />agreed, but noted that the County would want to get the full life from the <br />mill and overlay, approximately 10 years. Keis asked how long it would <br />take to know if Federal funding was available. Auge estimated about one <br />year from the time the funding is applied for. <br />It was suggested that Auge put together cost estimate for the various <br />options. Auge agreed. He also indicated that the County Board will likely <br />make a decision on the revised funding policy that County Public Works <br />has proposed within the next year. Montour asked about the City's ability <br />to assess costs related to this project. The City Administrator indicated <br />that the City can assess costs, but noted the large numbers involved. The <br />Administrator pointed out that at a meeting last week with the County <br />Roseville indicated that they are not willing to spend the kind of money <br />being proposed. He also informed the County that Little Canada was not <br />willing to pay this level of costs. <br />Auge anticipated that with all the issues involved the earliest the project <br />would be constructed is 2014. The Administrator felt that the impacted <br />businesses should be informed, and Auge agreed. Auge suggested that <br />after more information is gathered, the County will likely meet with the <br />property owners. Auge stated that he will come back to the cities with <br />options and cost estimates. The City Administrator suggested that Little <br />Canada include an update in its next newsletter. Auge suggested that the <br />update be reviewed by Roseville prior to publication so that both cities are <br />in agreement. <br />XCEL The City Administrator indicated that related to the Rice Street project as <br />UNDER- well as the Little Canada Road project, some changes are needed to the <br />GROUNDING information that the City is provided from Xcel Energy relative to cost <br />6 <br />
