MINUTES <br />CITY COUNCIL <br />APRIL 25, 2012 <br />estimated. Montour asked if the medians would still be included. Auge <br />suggested that it could be possible to reduce the length of the medians. <br />Keis asked the expected life of a modified project. The Administrator <br />suggested that if the intersections are improved and a mill and overlay <br />done on the remainder of the street, this would be the road the City would <br />have to live with. <br />The City Administrator asked about a 3 -lane improvement of County <br />Road C. Auge reported that the traffic modeling starts to fail with a 3 -lane <br />improvement with delays at the traffic signal doubling. Auge stated that <br />the question is what can the cities and County live with understanding that <br />the situation will degrade over time. Auge indicated that an option would <br />be that County Road C would be a three -lane road in both Roseville and <br />Little Canada widening to 4 lanes at the intersection in order to reduce <br />delays at the stop light. Boss asked if round - abouts were an option. Auge <br />indicated that round- abouts would require significantly more right -of -way. <br />The City Administrator suggested that overtime some of the properties <br />may become available or there may be opportunities for acquiring <br />additional rights -of -way. He indicated that the rights -of -way plan must be <br />approved within a month or the project will not happen under the timeline <br />proposed. He also noted the need for utility relocation and <br />undergrounding of the power lines as well as County Board action on a <br />revised cost participation policy. The Administrator pointed out that no <br />other city in the County has had to buy a gas station property as a result of <br />a County road improvement. <br />Keis asked the City of Roseville's position on the improvement. Auge <br />indicated that Roseville would like to take a step back at this point as they <br />do not have the funding in place for the improvement. <br />There was additional discussion on the impacts on cities when Federal <br />funding is not available for a County project of this nature. Auge <br />indicated that the County has been discussing the matter and thought it <br />might be worth a try to apply for Federal funds. If Federal funding is <br />approved, it would be five years out before funds would be received. The <br />project would have to be pushed out until the County knows whether or <br />not the funding is approved; but then the County could advance the <br />funding for the project, not delaying it the full five years. Auge indicated, <br />however, that this year there are no Federal funds available, and the <br />likelihood of receiving Federal funding is slim. Auge also indicated that <br />DEED funding may be a possibility due to St. Jude's. The City <br />Administrator suggested that it would probably take another addition to St. <br />Jude in order to qualify for DEED funding for Rice Street Phase II. <br />5 <br />
