MINUTES <br />CITY COUNCIL <br />APRIL 25, 2012 <br />pointed out that while these trees were within the street right -of -way, it <br />has been the City's practice to replace mature trees that have to be <br />removed with smaller replacement trees. Typically tree impacts have been <br />minimal because the street is reconstructed in relatively the same location. <br />However, given existing driveway grades, it was necessary to shift the <br />pavement, within the right-of-way, closer to 2404 Dianna Lane. This <br />resulted in the loss of over 20 trees. The City Administrator reported that <br />the estimate is $2,000 to $2,500 for the replacement trees, including <br />installation. The Administrator noted that tree replacement is typically <br />done on a project without specific direction from the Council, but given <br />the cost in this situation, Council approval is being sought. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -4 -74 — AUTHORIZING THE <br />EXPENDITURE OF UP TO $2,500 FOR TREE REPLACEMENT AT <br />2404 DIANNA LANE AS THE RESULT OF IMPACTS FROM THE <br />DIANNA LANE STREET & UTILITY IMPROVEMENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />NORTH The City Administrator reported that the North Suburban Tobacco <br />SUBURBAN Compliance Project (NSTCP) has requested that we reconsider joining <br />TOBACCO their organization. The City dropped this membership a few years ago as <br />COMPLIANCE a budget consideration that was also based on the belief that the Ramsey <br />PROJECT County Sheriff's Department was handling compliance checks regardless <br />of our participation. <br />The City Administrator reported that Little Canada is the only contract <br />community not participating. The cost to be a member is $51 per vendor <br />or $612 per year. The Administrator reported that he has discussed this <br />issue with the Sheriff's Department and was informed that NSTCP helps <br />find kids to use in compliance checks conducted by the Sheriff s <br />Department as well as provides training to licensees. They also prepare <br />reports on compliance results for comparative purposes. The Sheriff's <br />Department feels that NSTCP adds value. <br />Keis asked if the City's tobacco license fee would cover the membership <br />fee. The Administrator reported that the current fee is more than this <br />amount, and the City has the ability to cover its costs through the tobacco <br />license fee. He indicated that the Sheriff's contract group is currently <br />studying this issue and if the study shows an increase in Little Canada's <br />5 <br />
