Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766-4048 Joel R. Hanson
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Jessica Jagoe, Code Enforcement Officer
DATE: August 24, 2004
RE: Valor Enterprises
Staff conducted a site inspection yesterday with Fred Sedaghat, Valor Enterprises, to determine
if full compliance had been achieved for the renewal of their auto repair and sales licenses. Staff
notes that substantial progress has been made in cleaning up the property. However, the property
is not in total compliance.
The original site plan approved shows 20 repairable cars and 30 sales cars in the rear portion of
the property. The front of the lot and the side along the office are to be used for customer and
employee parking. There should be no parking of sales or repairable cars in either these areas.
Yesterday, there were 51 cars on site. There were 37 cars in the repairable space, 6 in the sales
lot, and 8 in designated parking. Two of the cars in the designated parking by the office area had
tires under them being used as car jacks to keep them off the ground. Of the 51 cars on the
property it did not appear to staff that any of them were sales cars. Given their condition, they
were repairables. Mr. Sedaghat did confirm that most of the cars were repairables. Two of the
cars in the designated parking area were customer cars completed waiting for pick up.
The original CUP does not allow for outdoor storage of miscellaneous junk/debris, parts, clips of
cars, etc. During the site inspection it was noted that there were a couple of engines, four tires,
two trucks with debris in the back, a forklift (Mr. Sedaghat indicated this is used to haul items
around the site, but is currently inoperable), a boat, and a jetski. Given the condition of most of
the repairables, I was unable to tell if they were clips of cars or cars being repaired.
Also during the site inspection, there was standing water in the rear of the property. Mr.
Sedaghat also commented that the two large piles of dirt were going to be used to fill the site. At
this time, he was unable to get ahold of the person who delivered the dirt to remove it or spread it
