intended to remain. The home has been found to meet applicable R -1 setback <br />requirements. <br />The detached garage is located within proposed Parcel 2. As located, the garage fails <br />to meet applicable R -1 district setbacks, lies within a drainage and utility easement and <br />presents orientation problems (if associated with future Parcel 2 home construction). As <br />a condition of subdivision approval, the existing garage should be removed. <br />Future Garage Construction. Recognizing that the removal of the existing garage <br />(within Parcel 2) will leave the existing home without a garage, it is important that some <br />forethought be given to future garage construction. As a condition of subdivision <br />approval, the applicant should demonstrate how a garage (attached or detached) may <br />be constructed upon Parcel 1 without need for variance. It is not clear from the current <br />survey how this might be accomplished. <br />Drainage and Utilities. Appropriately, utility easements have been shown on the <br />certificate of survey. <br />Issues related to drainage and utilities should be subject to further comment by the City <br />Engineer. <br />Park Dedication. The applicant will be required to pay a per lot cash contribution (in <br />lieu of land dedication) for park for the newly created lot as determined by the Parks and <br />Recreation Commission and approved by City Council. <br />RECOMMENDATION <br />Based on the preceding review, our office recommends approval of the proposed lot <br />split subject to the following conditions <br />1. The existing garage on the property be removed. <br />2. The applicant demonstrate how a garage (attached or detached) may be <br />constructed upon Parcel 1 without need for variance. <br />3. The City Engineer provide comment and recommendation in regard drainage and <br />utility issues. <br />4. The applicant pay a cash contribution (in lieu of land dedication) for park for the <br />newly created lot as determined by the Parks and Recreation Commission and <br />approved by City Council. <br />5.
