MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />a connection to Condit Street utilizing the existing 30 feet of dedicated <br />right -of -way for Nadeau Road, and would require the dedication of an <br />additional 20 feet of right -of -way from the Miller property at 2883 Condit <br />Street as well as from the Hidden Acres plat. This connection would align <br />with the improved Nadeau Road lying east of Condit Street and west of <br />Country Drive. Option 2 provides for a straight connection into the <br />Hidden Acres development from Country Drive via Nadeau Road, rather <br />than the jogged connection provided for in Option L The Planner noted <br />that the original design has been labeled as Option 3 and provides for <br />access into the Hidden Acres development via Yorkton Ridge and Burke <br />Lane with no direct access to Condit Street. The Planner noted that all <br />three options provide for the same number of lots. <br />The Planner noted the financial analysis done by the City Administrator <br />which finds that Option 1 is not feasible from the City's financial <br />standpoint, but Option 2 is. The Planner noted that from a planning <br />standpoint, Option 2 is the superior option as it resolves traffic flow issues <br />raised by the neighborhood as well as helps to resolve traffic safety issues <br />at the intersection of Nadeau Road /Condit Street /Burke Lane. <br />The City Planner indicated that the City Engineer has reviewed issues <br />relative to the pond proposed as part of the Hidden Acres development and <br />whether or not the pond could be eliminated. The Engineer has found that <br />the existing piping that brings flow to the Yorkton pond is not adequately <br />sized to accommodate the storm water run off from the Hidden Acres <br />development. Also, the Yorkton pond does not have existing capacity to <br />handle additional run -off from the Hidden Acres development. The <br />Planner noted that the cost of replacing the storm water piping, increasing <br />pond capacity, and acquisition of any additional easements would be at the <br />developer's expense. This additional expense may be more than the <br />additional lot that the developer would gain if the pond is eliminated. <br />The City Planner reported that the Park & Rec Commission has <br />recommended that the City take a cash park charge versus land and that <br />the possibility of a connection be explored from this area to the Water <br />Works trails and over to Rondeau Park. The Commission recommended <br />against the development of a separate park in this neighborhood. <br />Knudsen noted that he had asked for other street options to be explored <br />because of the need for improvements with the corner of Burke <br />Lane /Condit Street /Nadeau Road. Knudsen stated that he was pleased <br />with Option 2 as proposed, and noted that he had been willing to support <br />the developer's original proposal (Option 03) provided that the <br />Burke /Condit /Nadeau intersection was improved.
