MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />pleased with the Park & Rec Commission's recommendation for exploring <br />the possibility of a connection to the trail system in the area. <br />Duray agreed, and felt that Option 2 appeared to be an ideal solution. It <br />eliminates the traffic concerns of the Yorkton neighborhood and cleans up <br />the intersection of Burke /Condit /Nadeau. Duray asked if the proposed <br />pond would remain as part of the Hidden Acres project. The City Planner <br />replied that it appears the pond will remain and that Hidden Acres would <br />be developed with eleven lots. Wojcik stated that he supported Option 2 <br />as well. <br />David Miller, 2883 Condit Street, indicated that the Commission has not <br />discussed Option 2 at length. Miller felt that the neighborhood needed to <br />consider the impact of the 20 feet taking for additional Nadeau Road right - <br />of -way. Miller pointed out that providing For a road connection to Condit <br />Street via Nadeau Road would result in the loss of trees for the <br />neighborhood, pointing out that the trees are large, established trees. <br />Miller stated that he is in agreement that something needs to be done to <br />address traffic, but felt the best location for a road connection was <br />bringing the road out along the northern boundary of this property. <br />Miller also indicated that there is the question of who will pay for the road <br />connection to Condit Street. Miller felt that the developer should pay for <br />the acquisition of needed right -of -way and the road improvement, not the <br />City. <br />Miller noted the addition he is putting onto his house, and suggested that if <br />the road is put in along his southern property line, the addition will not <br />comply with the City's setback requirements. Knudsen pointed out that <br />the survey submitted by Mr. Miller indicates that setback requirements <br />would be met. <br />Miller reported that the two property owners on the south of the Nadeau <br />Road right -of -way were not notified of the hearings on the Hidden Acres <br />plat. Miller felt that action on the preliminary plat should be tabled, and <br />the developer should proceed to negotiate for the purchase of right -of -way <br />on the north side of his property so that the road connection can come in <br />between 2883 and 2891 Condit Street. <br />Nancy Walstead, Yorkton Ridge, indicated that she is really upset that <br />there are two property owners in the area that have not been notified of <br />hearings by the City and do not know what is going on. Walstead felt that <br />the developer should be responsible for doing what needs to be done to <br />develop the property and should pay the costs. Walstead indicated that <br />she felt progress had been made in moving toward a direct access to <br />
