MAYOR
Michael 1. Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: June 18,2004
RE: Watershed's Potential Purchase of Noel Drive Property
Cliff Aichinger or the Ramsey/Washington Metro Watershed District desires to make a presentation to the
Council regarding their potential acquisition of our Noel Drive property and their new building. Attached
is a letter of June 17`h updating you on their due diligence. He has also enclosed some site plans and
architectural information to give you a flavor for what the building may look like.
Staff has also enclosed a copy of our "Letter of Understanding" dated April 16`h that is serving as the
basis for moving forward with the evaluation of this project. As you will note in Mr. Aichinger's
correspondence, there are some issues yet to be resolved (environmental, setbacks, value of site, size of
the building, etc.) If the Council agrees that the concept proposed is in compliance with the "Letter of
Understanding ", then the next step would be to call for a public hearing regarding the potential reuse of
the site.
Also attached is a letter Kathy Glanzer has distributed to her neighbors on Noel Drive. Some of the
residents along Noel Drive have inquired about the activity on that comer related to soil testing. When
told of the possible project, they have expressed dissatisfaction with the use of the site for a building.
Therefore, I would anticipate their presence at Wednesday's meeting as well. (To that end, we have
included the past couple of year's minutes pertaining to the use of that site.)
