Since our last discussion and the preparation of the Letter of <br />Understanding, the District has completed the following activities: <br />• We completed a site survey. This survey found that the easterly property corner is actually in <br />the middle of Noel Drive. <br />• Soil Borings were taken on the site. The Soils report concluded that soil correction would be <br />required for any structure on the site due to a 4 to 5 foot thick organic soil layer that exists <br />over the north half of the site at a depth of about 15 feet (at the depth of the creek. This was <br />the former wetland area prior to the site filing. The soil study also found that the fill was not <br />compacted and would require excavation and compaction to below the organic soils or <br />placing the building on pilings. The least expensive option would be to use a geopier piling. <br />This would add approximately $50,000 to the construction costs of our proposed 6,000 <br />square foot building. <br />• A Phase I Environmental Assessment was completed. This assessment reveled two concerns <br />for the site; possible buried old cars and dumping of street sweepings. People interviewed <br />for the assessment believe the vehicles were most likely removed prior to filling, but no one <br />knows for sure. The street sweeping present a possible lead contamination concern. Due to <br />these concerns, the District will be proceeding with a Phase II study to try to clear the site of <br />these liabilities. <br />• The District has hired C.B. Richard Ellis, Inc. (CBRE) as the Districts Project Management <br />Consultant. CBRE staff has worked with our Building Design Team to prepare guiding <br />principals and a list of desired design features for the project. Barb Allen is the Little Canada <br />representative on this committee. These design elements and features will be the basis for an <br />Architect RFP to be issued in July. <br />2 <br />
