N1.INUTES <br />CITY COUNCIL <br />AUGUST 14, 2002 <br />REQUEST <br />TO PURCHASE <br />NOEL DRIVE <br />PROPERTY <br />Kathy Smith appeared before the Council and expressed interest in <br />purchasing the property on Noel Drive that is owned by the City. Smith <br />outlined her plans for the construction ofa house on the property. She <br />reported that the house she is planning would be a replica of a grist mill, <br />and noted the proximity of the property to Gervais Mill Park. <br />Fahey noted that in the past the City has discussed the possible use of this <br />property for a new City Garage. Fahey felt that before the Council could <br />make a decision on whether or not to sell the property, staff should put <br />together a list of potential City uses of this property. <br />The City Administrator reviewed his report relative to this issue, and noted <br />that some of the issues that may need to be researched are how the City <br />acquired the property, potential uses of the site, soil conditions, etc. The <br />issue should also be presented to the Parks & Recreation Commission for <br />a recommendation. Before addressing these issues, the City Administrator <br />indicated that he wanted to determine if there was any interest by the <br />Council in the possible sale of the property. <br />Fahey noted Smith's comment in her memo regarding the division of this <br />property into two lots. Smith reported that while she is not sure whether <br />or not she would divide the property and construct a second house, she <br />could not say that she would definitely retain the property as one lot. <br />Fahey felt that the grist mill house concept was a creative way to acquire <br />and in Little Canada. He noted, however, that the grist mill appearance is <br />nothing more than the outside appearance of the house. This would not be <br />a facility that would be open to the general public. Fahey stated that his <br />initial rea.ction is that he is not inclined to sell the property for this <br />purpose. <br />Anderson noted that typically a grist mill wheel is set on water. Smith <br />replied that that was correct. Site noted that the wheel would likely give <br />the appearance ofa full wheel, but would be on grade and give the <br />appearance ofa grist mill. <br />Anderson felt that the first issue is whether or not the City should sell the <br />property. The grist still concept is secondary. <br />Fahey stated that Smith's concept ofa grist mill house does not justify the <br />sale of the property.
