MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />ZONING <br />ORDINANCE <br />AMENDMENT — <br />SINGLE - <br />FAMILY AND <br />DWELLING UNIT <br />ADJOURN <br />Knudsen indicated that there are a lot of variables for the Council to <br />consider in whether or not the property should be sold. However, agreed <br />if it is sold, the use should be R -1. Knudsen indicated he felt the gristmill <br />house proposal was a good fit in a residential environment. <br />Knudsen recommended that should the Council decision be to sell the <br />Noel Drive property, the use of that property should be Single - Family <br />Residential (R -1). <br />Motion seconded by Roycraft. <br />Motion carried 6 — 1. Duray voted against. <br />Duray indicated that his position was that the City should retain the <br />property for possible other uses such as additional park usage. Duray also <br />felt that if the City sells the property, it should be offered on the open <br />market to the highest bidder and felt this was an issue the City Attorney <br />should look into. <br />The City Planner reviewed the proposal to amend the Zoning Code <br />relative to the definitions of "Dwelling Unit" and "Dwelling-Single <br />Family ". The Planner explained that the City has had a few situations <br />where single - family homes have been adapted for occupancy by more <br />than one family. The ordinance amendment defines more clearly the <br />difference between a duplex and a single- family home by clarifying that <br />there must be open access and unobstructed access between kitchen <br />facilities in single- family homes. <br />Gatzke recommended approval of an amendment to the Zoning Code <br />related to housing occupancy standards by clarifying the definitions of <br />"Dwelling Unit" and "Dwelling — Single Family <br />Motion seconded by Duray. <br />Motion carried 6 — 0. Roycraft abstained. <br />Wojcik recommended that the meeting be adjourned. <br />Motion seconded by Roycraft. <br />Motion carried 7 — 0. <br />- 12 - <br />- 2 3 - <br />
