MINUTES
NOEL DR.
PROPERTY
MINUTES OF THE REGULAR MEETING
PARKS & RECREATION COMMISSION
LITTLE CANADA, MINNESOTA
October 3, 2002
Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation
Commission of the City of Little Canada, Minnesota was held on the 3`d day of October,
2002 in the Council Chambers of the City Center located at 515 Little Canada Road in said
City.
Chair Sackett Glaser called the meeting to order at 7:30 p.m. and the following members of
the Commission were present:
MEMBERS PRESENT:
Ms. Ginger Sackett Glaser, Chair
Mr. James Broten
Mr. David Gray
Mr. Craig Larson
Mr. Robert Schabacker
Mr. Kevin Steinert
ALSO PRESENT: Mr. Jim Morelan, P &R Director
Ms. Kris Pechman, Recording Secretary
Schabacker recommended that the minutes from the meeting dated September 5, 2002 be
approved as submitted.
Motion seconded by Gray.
Motion carried 6 — 0.
Sackett Glaser stated that staff has completed their research on the history of the City -owned
property on Noel Drive across the street from Gervais Mill Park. The property was never
rezoned from R -1 Single Family Residential to Public after it was purchased simply because
of an oversight. The property had been purchased for the purpose of building a public works
garage on the site, but the property is too small and other property has already been
purchased for the garage. A restrictive covenant could be entered into which would restrict
use of the property for all future owners.
Gray stated that he still wants the land to remain open space. Larson agreed.
The Director stated that the Planning Commission, on a split vote, voted in favor of retaining
the R -1 zoning.
Kathy Smith, the person interested in purchasing the property for home construction, stated
that she agrees with the concept of leaving green space and the need for snow storage. She
would be willing to leave a buffer zone to achieve that goal. She also stated that she would
be willing to build a wooden bridge crossing the creek.
Page t o` '2 4
