MINUTES Parks & Recreation Commission February 5, 2004 Sackett Glaser preferred tabling the issue of changing the park's name to match the sign. She was unsure if an official name change was necessary. Larson recommended installing the concrete pavers representing the city logo w/o plants in the center of the logo. Motion seconded by Gray. Motion carried 7— 0. SINSPRIMP The City Administrator presented a sketch to the Commission from the Watershed showing where the building pad for the proposed building could be located on the lot across from City Hall and adjacent to Norm's Tires. He indicated that the Council had asked staff to prepare a list of other uses for the lot and the Council was not excited with any of the other proposed uses. He noted that the Council was not initially enamored with the Watershed's use either until Cliff Aichinger gave a presentation to them explaining that the project would be environmentally friendly and would incorporate an education/resource center for public use. The building would be about 3,500 square feet in size with about 500 square feet of that space devoted to a garage /warehouse. The balance would be office area. He further noted that the Watershed Board has not yet decided to go with this approach. Sackett Glaser stated that they have concerns about the use of the building should the Watershed decide to move out. The City Administrator said that the Council has expressed the same concern. He stated that it is very unlikely that the Watershed will go away and their boundaries are stable minimizing any staff growth pressures. He commented that deed restrictions could be imposed to control future uses and the zoning could remain public requiring a hearing should a new user be contemplated for the site. The City Administrator stated that the property would probably be sold to the Watershed. Steinert felt that the city should consider a long -term lease instead of selling the property. This would allow the city to maintain some control over the building's use. Sackett Glaser felt that the proposed use was reasonable. However, she would still like to see plans for the building. She asked that staff keep the Commission informed as the concept develops. TRAIL BIDS Sanders stated that trails through the Roseville Area Middle School property have also been added to the bid package for this year. There is still some work that needs to be done before request for bids can proceed. Surveys, easements, and a rider from the Water Works need to be obtained. Also, a permit from the railroad is needed for the proposed trail crossing. Bidding will take place as soon as possible, probably around April or May.
