MINUTES <br />Parks & Recreation Commission <br />February 5, 2004 <br />Sackett Glaser preferred tabling the issue of changing the park's name to match the sign. She <br />was unsure if an official name change was necessary. <br />Larson recommended installing the concrete pavers representing the city logo w/o plants in <br />the center of the logo. <br />Motion seconded by Gray. <br />Motion carried 7— 0. <br />SINSPRIMP The City Administrator presented a sketch to the Commission from the Watershed showing <br />where the building pad for the proposed building could be located on the lot across from City <br />Hall and adjacent to Norm's Tires. He indicated that the Council had asked staff to prepare a <br />list of other uses for the lot and the Council was not excited with any of the other proposed uses. <br />He noted that the Council was not initially enamored with the Watershed's use either until Cliff <br />Aichinger gave a presentation to them explaining that the project would be environmentally <br />friendly and would incorporate an education/resource center for public use. The building would <br />be about 3,500 square feet in size with about 500 square feet of that space devoted to a <br />garage /warehouse. The balance would be office area. He further noted that the Watershed <br />Board has not yet decided to go with this approach. <br />Sackett Glaser stated that they have concerns about the use of the building should the Watershed <br />decide to move out. The City Administrator said that the Council has expressed the same <br />concern. He stated that it is very unlikely that the Watershed will go away and their boundaries <br />are stable minimizing any staff growth pressures. He commented that deed restrictions could be <br />imposed to control future uses and the zoning could remain public requiring a hearing should a <br />new user be contemplated for the site. <br />The City Administrator stated that the property would probably be sold to the Watershed. <br />Steinert felt that the city should consider a long -term lease instead of selling the property. This <br />would allow the city to maintain some control over the building's use. <br />Sackett Glaser felt that the proposed use was reasonable. However, she would still like to see <br />plans for the building. She asked that staff keep the Commission informed as the concept <br />develops. <br />TRAIL BIDS Sanders stated that trails through the Roseville Area Middle School property have also been <br />added to the bid package for this year. There is still some work that needs to be done before <br />request for bids can proceed. Surveys, easements, and a rider from the Water Works need to be <br />obtained. Also, a permit from the railroad is needed for the proposed trail crossing. Bidding <br />will take place as soon as possible, probably around April or May. The trail projects will be bid <br />separately from the street work this year. <br />Page 3 of 4 <br />- 2 8 - <br />
