Neighborhood Meeting Minutes <br />Edgerton Street Bridge Replacement Approaches <br />Edgerton Street and County road D <br />June 1, 2004 6:00 p.m. <br />The City Administrator welcomed those present to the neighborhood meeting regarding the reconstruction of <br />the Edgerton Street Bridge approaches on Edgerton Street and County Road D. See sign in sheet for those in <br />attendance. <br />The City Administrator introduced himself and the Public Works Director, Greg Schroeder. <br />The City Administrator explained the neighborhood meeting process whereby we will provide the residents <br />with the basic information we have, get their input on the nature of the project, and then decide how to <br />proceed from there. <br />At this point, the Public Works Director reviewed his handout material (copy attached) with those present. He <br />explained that since the Edgerton Street Bridge is being raised 4 /2 feet the approaches to this bridge on both <br />Edgerton Street and County Road D also needed to be raised. In addition, that Ramsey County has <br />determined that the approaches will be installed to urban standards with curb and gutter; that the storm sewer <br />has been sized to accommodate future drainage in this area; and that water main will be installed along <br />County Road D west of Edgerton Street. He reviewed the assessment policy and explained how the 125 -foot <br />limit applies to large lots that are not dividable and the City's 8 "/3" section. Further, he reviewed possible <br />extra charges (water availability charge, inside water permit and outside water permit) associated with <br />connection to the main by the property owner. <br />At the conclusion of the presentation we asked for comments and /or questions. The following is a summary <br />of the comments and /or questions asked and the answers provided: <br />a The Heinel's asked why they were being assessed for their empty lot fronting on County Road when <br />that lot is unbuildable due to the location of the pipe line and required set backs. Staff indicated if that <br />were true, then no assessment would be levied due to lack of benefits received. <br />® At 622 County Road D, why is MNDOT acquiring 56 square feet of property from them. Staff <br />indicated that based on MNDOT's drawing, a small area of land is needed to construct a storm water <br />catch basin to provide drainage for that property. <br />® At 3105 Edgerton Street, the owner would like to flatten the slope of their driveway as much as <br />possible. Staff set up a meeting to meet with them on June 8th at 4:30 p.m. to see what could be done. <br />® It was stated that wherever possible, the ditches should be filled to offset the raising of the roads so <br />property owners can maintain their property. Staff indicated they would review the drawings and <br />where possible make recommendations to MNDOT for any changes. <br />• It was stated by the residents present that they want County Road D to be open to local traffic ASAP. <br />® It was asked why the power line towers are being moved. Staff concluded that they needed to be <br />moved and raised to obtain sufficient clearance over the freeway due the raising of the bridges as part <br />of the Unweave the Weave project. <br />® Mr. Heinel raised a question about the salt impact to Lake Gervais given the increase in the amount of <br />impervious surface. The Public Works Director explained the purpose of the treatment ponds. <br />® Significant concern was expressed about assessments for street improvements given the grade <br />impacts caused by the bridge. The City Administrator acknowledged this fact and stated this is not a <br />typical urbanization of roadways project. When curb and gutter is added, the City likes to eliminate <br />ditches and regrade yards to create positive drainage to the street. That is not possible for these <br />properties.
