A <br />total of four bids were received, with Specialty Construction as the apparent low. The results <br />are listed below: <br />CONTRACTOR <br />BID <br />Specialty Construction <br />$63,010.00 <br />Hunerberg Construction <br />$64,400.00 <br />Gen Con <br />$70,469.00 <br />Gladstone <br />$129,748.75 <br />I became evident after opening all of the bids and discussing the submittal with several of the <br />Contractors that there was confusion among the bidders on who was supplying the storm <br />shelter structure. The three low bidders assumed that the City would be supplying the structure <br />while Gladstone bid the project to supply and install the structure. <br />We had originally explored the idea of having the City provide the shelter, however due to <br />issues with possible damage during unloading or delivery and the difficulty in assigning <br />responsibility for the damage caused, it was determined that the structure should be supplied by <br />the Contractor. This was stated clearly in the specifications as shown on the attached <br />specification page S -1. However, of the six plan sheets, the electrical site plan sheet contained <br />one note that the structure was to be supplied by the owner, see attached. This note was <br />inadvertently missed and mention of the note was not made during the bidding process to allow <br />for clarification prior to bid opening. <br />The City has two options for resolution of this matter. They options are as follows: <br />1. The City could reject all bids as allowed by the "ADVERTISEMENT FOR BIDS" <br />(attached), and further eluded to in the Special Conditions section S -15 (1302) <br />AWARD OF CONTRACT (attached). <br />
