Owasso Blvd. <br />I reviewed the Precision Tree property today and wanted to give the Council an update on the status of <br />the property. The southeast corner of the property where the alternative heat source is located has not <br />changed. There is still a medium size wood pile, tractor, fish house, and trailer. On the south edge of <br />the property right after the driveway ends, there was one truck and one semi truck parked in the dirt. <br />The west edge of the property by the fuel tanks was a huge pile of wood stacked higher than the fuel <br />tanks and one front end loader. The paved surfaced directly behind the building (1,400 square feet as <br />shown on original plan) did have a couple of trucks, plus a few other items of equipment for the <br />business. Woodchips are still spread out around the property as a form of turf. Lastly, the trash <br />dumpster has been moved around the site several times. During this inspection it was located along side <br />the garage stalls on the side of the building this is not the approved location. The dumpster is also <br />required to be screened. <br />To recap, staff recommends denial of the variance and CUP amendment with the exception of the <br />parking design and fuel tanks. Staff feels Mr. Groholski should be required to restore his site to his <br />original CUP approved plan. At this time, Precision Tree is storing items all around the property most if <br />which is not located on a paved surface and all outdoor storage is required to be paved. Currently the <br />only paved outdoor storage as shown on plans is 1,400 square feet. The original CUP required <br />screening only around the outdoor storage area to avoid concerns of unapproved storage expansions. <br />The building is currently the only thing providing screening to the outdoor storage area. Staff <br />understands that Mr. Groholski does have 2,350 square feet of outdoor storage left to use and should be <br />allowed to create this space. However, he should still be required to locate the outdoor storage behind <br />the building and must comply with screening and paving as originally approved. The remaining space <br />on the lot should stay green space. As noted before, woodchips are not an approved form of turf and <br />staff recommends removal of the woodchips with appropriate turf established by September 15, 2004. <br />The alternative heat source is not currently being used. Staff has researched the options to eliminate the <br />nuisance being created by the smoke generated. Mr. Groholski has indicated he has already raised the <br />height of the sniolce stack and the nuisance remains the same to the neighboring properties. Given the <br />continuous complaints during this past winter, staff recommends removal of the alternative heat source <br />- 3 <br />by September 1, 2004. <br />
