MINUTES <br />CITY COUNCIL <br />MARCH 13, 2008 <br />Blesener indicated that the rational for placing a limitation on the number <br />of major auto repair licenses is that it is typically these businesses that <br />generate code enforcement problems relative to outdoor storage. Blesener <br />felt that limiting major auto repair licenses will help clean up the area as <br />well as improve property values. <br />Russ Fischer indicated that the Ryan Industrial Park property owners are <br />in favor of cleaning up the park. However, it is just now that some are <br />starting to pay attention. Blesener pointed that some of the Park property <br />owners have criticized the City for not issuing more citations. Blesener <br />noted that the City has tried to work with property owners. Citations have <br />also been issued, but the court process takes time. Blesener stated that the <br />City will be issuing citations quicker than it has in the past. <br />Stanke questioned the limit on the number of auto repair licenses. He <br />noted that he has done auto repair in his building since 1975, and <br />expressed concern that this portion of his business will be jeopardized. <br />Stanke suggested that property owners will come to the City and purchase <br />the available licenses. It was noted that the I-1 Code amendment proposed <br />that a CUP will be necessary in order to have an auto repair license. The <br />Planner also indicated that if a CUP is not utilized for a six month period, <br />it lapses. <br />Stanke noted that most of the major auto repair license holders are tenants <br />of properties in Ryan Industrial Park. He thought that Belland Automotive <br />was the only property owner that held this type of license. <br />There was discussion on the differences between minor auto repair and <br />major auto repair. The City Planner noted that minor auto repair would <br />include tire and battery replacement, oil changes, etc. The license <br />limitation proposed would apply to major auto repair, i.e. major engine <br />and body work. <br />Lee Rossow asked if limiting the number of major auto repair licenses will <br />create a problem where the license takes on a value of its own similar to a <br />liquor license. Rossow noted that a property owner could take out a major <br />auto repair license, park some cars on their property and claim to be <br />operating an auto repair business in order to hold one of the licenses. <br />Blesener noted that the City has a limit on outdoor retail auto sales <br />licenses. <br />Keis indicated that he does not support the limit on the number of major <br />auto repair licenses. He felt that if the outdoor storage conditions outlined <br />in the proposed ordinance are met, the City should not have the problems <br />
