(C) Services not included in the retainer. <br />The monthly retainers do not include legal services in connection with civil litigation, <br />gross misdemeanor and appellate criminal work, attendance in downtown St. Paul at the <br />morning custody arraignments, improvement projects, development projects, <br />condemnations, real estate purchases and sales, emergency or special projects, routine <br />clerical matters, resolutions, investigations or negotiations.
