Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766-4048
www.ci.little- canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: December 10, 2004
RE: 421 Eli Road Compliance Report
MAYOR
Michael L Fahey
COUNCIL
Jim LaValte
Vlati Anderson
Rick Montour
Bill Blese.ner
ADMINISTRATOR
Joel R. Hanson
Attached is the completion schedule that was agreed to by Jim Cossack relative to the construction of
an addition to his home to connect to the spa structure and resolve outstanding code violation issues.
The items that are crossed through have been completed.
Based on our recent inspections, it is apparent Mr. Cossack will not meet the December 31s` deadline.
In his defense, he has encountered problems associated with a foundation cave in, truss delivery, and
scheduling of sheet rock contractors. I believe these delays have added approximately four weeks to
his timeline. He has made substantial progress and it is my opinion that he will ultimately complete
the addition and spa to our satisfaction and in compliance with appropriate codes. It should also be
noted that he is doing the majority of the construction work himself.
I have also attached a number of pictures to document the progress he has made. While the interior
appears to have a lot of work left, he is completing the electrical rough -in. Once that inspection is
past, he can insulate the walls, and subject to another inspection, complete the sheet rocking. Steve
Westerhaus, our Building Official, believes an occupancy permit is obtainable before the end of
January.
Therefore, given the delays Mr. Cossack encountered, the progress he has made to date relying
primarily on himself as the contractor, and his commitment to complete the remaining work to allow
occupancy by the end of January, I am recommending we extend the completion date to January 31,
2005. I must emphasize that additional work would remain such as the completion of stuccoing, and
interior finish details. However, these items do not preclude granting of an occupancy permit.
cc: Pat Sweeney, City Attorney
Steve Westerhaus, Building Official
Jim Cossack
1
