`6e4, 9GGd4 cean Zck
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ei.liftle-ea nada.mn. us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: December 10, 2004
RE: Public Works Interim Staffing Plan
MAYOR
Michael 1. Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
13111 t3lesener
ADMINISTRATOR
Joel R. Hanson
With the resignation of Greg Schroeder as our Director of Public Works, staff has evaluated our
options to manage the workload of the department in the interim. Our recommendation is as follows:
°d• Lee Elfering of Elfering & Associates will handle engineering responsibilities. He will
address items such as pay requests, fill permits, development evaluation, right -of -way
vacation recommendations, improvement projects, contractor issues, and other general
engineering matters. Mr. Elfering's compensation will be at his normal billing rates.
Joe Steele will handle Day to day operations. Joe will coordinate scheduling, work
assignments, materials ordering, most customer follow -up, and equipment repair.
C. The City Administrator will handle department administration and coordination. This will
include items such as personnel administration; project planning, capital purchases, some
customer follow -up, etc.
Other matters will be handled by a management team approach whereby Joe, Lee and I will
meet to address items not covered by the above assignments.
Presently, I envision this interim period running into March of 2005. We may modify the timing
dependent upon workload and the effectiveness of this arrangement.
In light of Joe's additional responsibilities, I am recommending he receive a temporary salary
adjustment of $2.40 per hour during this interim period. (This equates to an annual adjustment of
$5,000.) When a permanent replacement is found for the current director, then Mr. Steele's wages
will return to the salary scale in effect for his position.
I would recommend approval of this plan as presented.
cc: Joe Steele
Lee Elfering
