MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 16, 2004 <br />Rustad indicated that he intends to carry the stone that is proposed on the <br />front of the building around to the north side of the building which faces <br />Little Canada Road. <br />Knudsen asked about parking lot layout. The Planner noted that parking is <br />proposed on both the north and south sides of the building. Rustad <br />described the site plan layout, noting that he initially wanted to construct <br />two buildings. However, due to parking requirements, only one building <br />was feasible. <br />Knudsen asked about pulling the building closer to the street. The City <br />Planner indicated that that is the preferred layout in the Rice Street /Little <br />Canada Road area. However, the remainder of the City's commercial <br />areas are treated differently. It was estimated that the proposed building <br />would be set back from Little Canada Road approximately the same <br />distance as the dentist's office. <br />Rustad indicated that he is proposing to install a privacy fence along the <br />east property line to separate the building from the adjacent residential <br />use. He is also planning for signage at the street, as well as individual and <br />discreet signage at each office entrance. <br />Rheaume asked the location of trash bins. Rustad reported that the units <br />would have interior trash rooms, and roll -out bins would be utilized. <br />Duray asked about handicapped parking. The City Planner indicated that <br />State Codes would have to be complied with and estimated that one or two <br />handicapped parking spaces would be needed. <br />Keis noted that the open issues relate to exterior finish, enhancing the <br />entrance points, and landscaping of the site. Knudsen suggested that the <br />brick be brought up higher on the building and that there is some <br />screening of the parking lot from Little Canada Road. Keis also noted that <br />the materials utilized on the front of the building should be carried over to <br />the side facing Little Canada Road. The Planner agreed that landscaping <br />was needed to soften the impact of the parking lot from Little Canada <br />Road. <br />Dr. Salmonpour, owner of the adjacent dental office, asked about the west <br />elevation of the building. Rustad indicated that he would propose the use <br />of hardy board on the west side of the building and was willing to work <br />with Dr. Salmonpour on landscaping that side of the building. Dr. <br />Salmonpour asked about restoration of the disturbed areas. ' Rustad replied <br />that the property would be graded properly and fully landscaped. <br />
