MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 16, 2004 <br />Erin Mathern, Mendota Homes, indicated that they have worked with <br />these business owners over the past Few months, and it is clear to her that <br />the intended use is primarily office. Mathern also reported that office <br />condos will have an owner's association and should there be problems <br />with parking, the issue will be brought to the association for resolution <br />The Commission discussed whether there was the need to schedule a <br />review of the PUD Permit in one year's time. It was the consensus of the <br />Commission that given the City has review power at any time, there was <br />no need to set a one year review. <br />Duray recommended approval of the Planned Unit Development Permit to <br />allow a non - traditional retail business within the Market Square Town <br />Offices at 2866 Middle Street as requested by Jake Fuhrman and Janet <br />Russell subject to compliance with the recommendations of the City <br />Planner. <br />Motion seconded by Knudsen. <br />Motion carried 5 -- 0. <br />AMENDMENT Chris Groholski and Clarence Bruhn appeared before the Commission <br />TO CUP requesting an Amendment to the Conditional Use Permit For Precision <br />PERVIIT— Tree to allow outdoor storage and accessory structure related to wood <br />50 SOUTH burning heat source at 50 South Owasso Blvd. Groholski indicated that <br />OWASSO the additional Fencing that they are proposing is around the outdoor <br />BLVD. — storage area as well as along the Waterworks easement. They are also <br />PRECISION proposing the addition of two parking spaces on the north side of the <br />TREE building, seeding of exposed areas throughout the site, and a permit for the <br />previous installation of the wood - burning heat source south ofthe existing <br />building and storage area. It was noted that these additional items are <br />listed on the first page of the City Planner's report dated November 11°i. <br />However, the fence listed in that report along South Owasso Road is not <br />being requested. <br />Bruhn reported that the PCA was out to test the wood - burning stove, and it <br />passed emission standards. Bruhn indicated that when the testing was <br />done, he provided for the worst -case scenario with regard to odor as he <br />opened the door a couple of times allowing for a stronger odor emission <br />than would be typical. Bruhn reported that the modifications that have <br />been made to the wood- burning stove via the installation of a manifold <br />that thins out the smoke, thus decreasing odor emissions. <br />Duray ask r! if the wood - burning stove was the only heat source. <br />Groholski replied that there is a standard furnace in the building. <br />
