MINUTES
PLANNING COMMISSION
NOVEMBER 16, 2004
PUD Mr, Dick Biagini appeared before the Commission requesting a PUD
PERMIT — Permit for a 16,000 square foot office building. Biagini indicated that
2935 COUNTRY the building would be one -story, slab -on- grade, and aesthetically
DRIVE — identical to the building to the south. The proposed office building is
DICK fully leased with the existing tenants in the first building.
BIAGINI
Keis pointed out the City Planner's comment in his report dated
November 11, 2004 relative to landscaping and screening for the adjacent
residential uses. Biagini Felt that landscaping on the north end ofthe site
would be ineffective. L-Ie also noted that there will be a landscaped area to
the west along Condit Street. Biagini relayed the history of the berm that
was originally installed on the western edge ofthe first project, noting that
the berm was removed at the request ofthe City and the adjacent property
owners. That berm is landscaped and planted with grass.
Elaine Zoch indicated that the berm is currently a patch of weeds with
dead trees. Zoch submitted pictures of the berm showing its condition.
Zoch expressed concern about the process for considering this
development. She pointed out that work has already begun on the site,
and the hearings are just now being held after the work has started. Zoch
asked why the developer has begun wort: before obtaining approvals.
Zoch asked why the neighborhood is asked to come to a planning meeting
to comment on a development that has already begun.
Marcel Zoch suggested that these developments are already cut and dried
before the public hearing process begins.
The City Administrator indicated that the developer has a Right of Entry
with the City that has allowed him to begin the basic utility work and the
grading. This work is being done at the developer's risk should the City
not grant the appropriate approvals. If the project is denied, the developer
will have to remove the utilities and restore the site. The Administrator
pointed out that this is the third building that was proposed for this
particular site, and reviewed the history of those past proposals. The
building that is before the City for approval is not a major deviation from
other buildings that were previously approved for this site.
Zoch indicated that NIr, Biagini has told them that the building would be
located toward the south end of the site.
Biagini reported that the first building he proposed is in the exact location
as the one that he is currently proposing. When the tenants backed out of
the first building, the plans were changed and he came back with a
building that was about SO% warehouse and SO% office. Biagini pointed
out that the current building is proposed to be 90% office.
_9_
