MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 16, 2004 <br />Biagini reported that he understands that he has no approvals for the <br />building being proposed tonight. IIe also understands that the <br />improvements made to date are at his own risk. <br />Elaine Zoch stated that the situation makes them feel like their opinion <br />does not matter. She again pointed out the unsightly condition of the <br />western edge of this property, including the area where the berm was <br />removed. Marcel Zoch also expressed concern about the landscaping of <br />the Kandice Heights I and II buildings. <br />Biagini indicated that if the plantings along the western edge of the <br />property do not come to life in the Spring, they will be removed and new <br />plantings installed. <br />The City Administrator reported that the City has required landscaping in <br />this area and will follow up to ensure that it is done appropriately. <br />David Nydegger, Yorkton Ridge, indicated that he has no problem with <br />the building as proposed. He was concerned with the unsightly condition <br />of the western edge of the property as shown in the pictures presented by <br />the Zoch's. <br />Keis noted that the City Administrator has indicated that staff will follow <br />up on this issue. <br />John Anish, Yorkton Ridge, asked about traffic from this development <br />onto Condit Street. It was noted that all access will be from Country <br />Drive. Once the curbing is in place and the western edge of the property <br />landscaped, access to Condit Street would be difficult. If people drive <br />over the curbing to get to Condit Street, Keis suggested that the law <br />enforcement should be contacted and citations issued. <br />Zoch asked if a generator would be installed at the second building. <br />Biagini indicated that a generator would not be needed. <br />Duray asked about screening between the new building and the apartments <br />to the north. Biagini indicated that he was not planning any additional <br />screening in that area. It was the consensus of the Commission that there <br />should be screening in this area to buffer the headlights from the parking <br />lot from shining toward the apartment building. Biagini suggested that he <br />add screening along the portion of the property line that the apartment <br />building abuts rather than the entire northern property line.
