The rear of the building indicates a service /loading dock area. Typically, trucks or vehicles making <br />deliveries to this site will back up to the doorways unload their cargo and exit back out the service <br />drive. In order to screen any headlights from vehicles or noises, I would recommend that the small, <br />narrow open space area adjacent to this loading area be improved with either a dense, staggered row <br />of evergreens, or with a 6 -foot high, cedar wood, staggered board style fence. <br />k) No trash enclosure or dumpster was indicated on these plans. If a trash enclosure / dumpster is to be <br />located near the rear service /dock area (likelihood location), I would recommend that the entire <br />perimeter of the service /dock area be screened with fencing. <br />I) City planning staff received a new updated version of plans late Thursday afternoon (10/07/04), <br />which included a lighting plan, luminaries schedule and photometric layout. City Engineer Betts will <br />review this plan and any approval may be made subject to the overall approval of said site. <br />Comprehensive Plan (Goals and Policies) Analysis <br />Contained within our city's Comprehensive Plan, an important section we typically need to refer to in <br />order to support or reject land use changes or rezoning requests, is the Goals and Policies section. This <br />section's introductory statement claims: "The `Goals and Policies' are the heart of a community's <br />aspirations embodied in the Comprehensive Plan. The goals are generalized statements offuture action <br />or achievement, while the polices are more specific standards to guide action on the goals." The goal in <br />this next part of this report is not to pick and choose certain goals or policies that may support or reject <br />this land use change request; moreover, it is meant to provide you with general information to assist in <br />your decision - making. Not all the goals or policies contained within this section of the comp plan may <br />even is applicable when weighed against this land use amendment or proposed development. <br />General Goal No. 1: "Provide maintain and enforce standards )(Sr development that will enhance <br />public health and safety and promote a high standard of living." <br />Policy No. 3: "Encourage the approval of land uses which comply with the intentions of the <br />comprehensive plan and zoning ordinance in order to ensure the that public health is protected." <br />At this time, the current plan and zoning ordinance precludes this type of school development on this <br />site. If we were to hold true to this policy statement, then this development may not be encouraged <br />or supported by this goal. I will qualify this statement, however that the public health should not be <br />in jeopardy if the access into and out of this development is agreed to by Ramsey County Traffic <br />Engineering and the City of Vadnais Heights. <br />General Goal No. 2: "Promote an open and ongoing relationship among all units of <br />government — City, school districts, Ramsey County, Metropolitan Council, State of Minnesota and <br />nearby communities — in all matters related to planning and the provision of public services." <br />Land Use Goal No. 1: "Support the orderly and planned growth of all urban development." <br />Policy No. 1: "Require adequate transitions and other mitigation measures between incompatible <br />land uses and promote architectural /site aesthetics that are compatible with connmunity <br />standards.
