The school site was encouraged to retain or reflect a prairie- school style of architecture, in order to <br />blend in with the very nice single- family homes found in the Twin Lakes Preserve and John Mitchell <br />Preserve subdivisions. This site will also provide a nice (adequate) transition between the adjacent <br />mobile home park to the south and the picturesque forested area of Vadnais Lake to the north. The <br />site will retain a number of trees on site, which was demanded by the Council as part of the purchase <br />agreement between the school and the City. <br />Policy No. 5: "Ensure that new development is located in a logical manner with respect to <br />transportation issues and adjacent land uses." <br />Traffic and the means of accessing this site may become a major factor in determining the final <br />layout of this site. As with all projects or development sites, options are still available to the <br />developers, and the decision - making may need to take more time to resolve. The site is located off a <br />designated arterial roadway, which will be able to accommodate the large numbers of vehicles <br />(including peak drive times) for this site. <br />Community Facilities Goal No. 1: Continue to maintain and improve all community facilities. <br />Policy No. 2: "Promote maximum cooperation and coordination with other governmental agencies <br />in planning and developing facilities to provide a high level of service and to avoid duplication of <br />services or facilities." <br />The city agreement also included a condition that the City and School would "Build [a] partnerships <br />with the City for use of gym space...." The city's administration and recreation supervisors would <br />agree that having an indoor gymnasium for year -round activities would be a major plus for our <br />community, and it was important enough to address it and support it in the purchase agreement. <br />Parks and Open Space Goal #1: Provide and maintain an appropriate number of recreational <br />facilities that meet the needs of all community residents..." <br />Policies No. 1, 2, 3, 4, 5, and 7 all may support this proposed school facility and gymnasium project. <br />Parks and Open Space Goal #t3: Maintain adequate active and passive open space to meet the <br />needs of the community." <br />Policies No. 1, 2, 3, 4, 5, and 7. <br />Parks and Open Space Goal #4: Promote coordinated decision - making related to recreation and <br />open space areas." <br />Policy No. 2: "Encourage the compatible us eof land adjacent to regional park areas and the St. <br />Paul Water Utility property." <br />Policy No. 4: "Continue to work with surrounding community services and school districts to <br />promote the development and coordination of complementary recreation programming." <br />Environmental Protection Goals # 3: "Encourage land use practices which seek to preserve existing <br />natural resource areas." <br />Page 23 <br />
