5) If a trash dumpster is to be Located in the rear service /dock area, a 6 -foot high cedar wood staggered board fence must be installed along the perimeter of the squared portion of this service area and extended to a point equal to the easterly line (extended) of the adjacent parking island. Fence or landscaping, consisting of a row of evergreens, must match or begin at the end of this fences and extend southward to the beginning the curved driveway section. 6) Any new signage (either mounted to the building's walls or monument /entrance styles), must be approved for location and size by the City Planning Director, Separate building or zoning permits must be approved by the Community Development Department, which includes the Building Department. 7) Park dedication fees and stounwater dedication fees as required by City Code shall be paid prior to issuance of any building permit. 8) The land use amendment is approved subject to the review and approval of the same land use change by the Metropolitan Council. In the event the site plan and special use permit are denied for any particular reasons(s), City Planning Director recommends the proposed land use amendment and rezoning be approved to accommodate future uses. 9) The applicants and developers shall enter into a development agreement with the City of Vadnais Heights to ensure compliance with all requirements, recommendations and provisions as established by the City Planning Director and the City Engineer in their respective reports, which may include other recommendations submitted by other city staff, and those formulated by the Planning Commission and approved by City Council.
