Due to this particular development, a land use amendment is required. In this case, the developers are <br />asking to revise the existing land use from "Regional Park" to "Residential 8+ Units /Acre." <br />Communities such as Vadnais Heights may amend our 2000 Comprehensive Plan, subject to Met <br />Council review and approval. This approval process may take some time to process. This land use plan <br />amendment is being handled by the City on behalf of the applicants, and I am working with the MET <br />Council's sector representative Ms. Ann Braden, on completing this process. If the Commission feels <br />this land use change is warranted, your recommendation should include a condition that MET Council <br />has reviewed and approved the same request. <br />The land use change will thereby make the rezoning, from WW -Water Works to R -3 Residence Three <br />compliant with the land use change. This rezoning would be appropriate for this parcel, since we <br />previously identified this site as a potential senior housing or multi - family development at one tirne. In <br />the event this school site plan and special use peunit are denied, city staff will continue to recommend <br />the approval of the land use amendment and rezoning regardless, in order to accommodate future uses, if <br />necessary. <br />Public Notice Requirements <br />A notice of hearing was published, posted, and mailed to the property owners within 350 feet of the <br />subject parcel. City staff has not received any correspondence indicating the support or objections <br />regarding this school development request. <br />Staff Recommendation <br />Overall, the layout, and the site and building design look very nice, and the school will become an <br />attractive amenity to our community. Due to the time constraints in putting this site plan together and all <br />the engineering design and related issues to accomplish, the applicant's consultants must be commended <br />for presenting a well- thought out and nicely designed project for your review. Although the issue of the <br />one westerly driveway may become an issue, we feel this project can be approved, subject to the <br />following conditions: <br />1) The proposed development must comply with the City Engineer's recommendations and <br />provisions as indicated in the memo to the Planning Director (and included herein -- <br />ATTACHMENT — E) and should be referenced or made part of any motion to approve; <br />2) Any new site lighting, including location and styles, must be approved by the City Planning <br />Director and City Engineer; <br />3) Placement and location of all fire hydrants within the development shall be approved by the <br />City's Fire Chief and Marshal; <br />4) Should Ramsey County Traffic Engineering deny the westerly driveway as shown, the developers <br />must resubmit a revised plan of the drive entrances and parking layout (if redesign is warranted) <br />prior to the City Council meeting. Said driveway and parking layout must be approved by the <br />City Engineer and Ramsey County Engineers. <br />Page 24- <br />
