May <br />RE: <br />Traffic Study for Planned Agricultural and Food Sciences Academy <br />PURPOSE AND BACKGROUND <br />This memorandum is to present the results of the traffic study we have completed for the <br />planned Agricultural and Food Sciences Academy in Vadnais Heights, Minnesota. The <br />purpose of the study has been to address the following questions: <br />• How many trips will be generated by the Academy, and how do they compare with <br />the number of trips generated by other potential land uses? <br />• What sight distances are available looking from the two proposed driveways on <br />Vadnais Boulevard, and do these sight distances meet applicable standards for safe <br />operations? <br />Development Plan <br />The Agricultural and Food Sciences Academy is a public charter high school currently <br />located in Little Canada, Minnesota. The Academy attracts students from a broad area. <br />Currently, the Academy has 167 students and 12 employees (faculty and other staff). <br />Future plans used as a basis for this study consist of 300 students and 25 employees. The <br />Academy serves students in grades 9 through 12. <br />The proposed site for the Academy is a four -acre parcel located on the south side of <br />Vadnais Boulevard (Ramsey County State Aid Highway 16 (CSAII 16)), approximately <br />one half mile east of Rice Street (CSAH 49) in Vadnais Heights, Minnesota. It is <br />proposed that two driveways access the property, separated by 230 feet. The front <br />entrance to the Academy is adjacent to the western driveway; a drop -off area is provided <br />in that area. The eastern driveway is located at the eastern edge of the property. The <br />current plan will provide 90 parking spaces on -site for staff, visitors, and students. <br />ATTACHMENT - C <br />- 2 7 - <br />
