Ms. Becky Meyer <br />Mr. Mark Bigelbach <br />TRIP GENERATION <br />-2- September 17, 2004 <br />For the purpose of considering trip generation for the Academy and alternative uses for <br />the property, trip generation projections have been established for the following three <br />time periods: <br />• Typical weekday AM peak hour (7:30 to 8:30 AM) <br />• Typical weekday PM peak hour (4:30 to 5:30 PM) <br />• Weighted average daily volume over the course of a year <br />The AM and PM peak hours described above represent the times when traffic volumes on <br />Vadnais Boulevard and other nearby roadways generally are at their highest levels. <br />Trips Generated by the Academy <br />A school day at the Academy extends from 8:10 AM to 3:00 PM. Academy trips can be <br />classified as follows: student trips by van or bus, student trips where students drive <br />themselves to class, student trips where students are dropped off by their <br />parents /guardians, and faculty /staff trips. Based on information learned from Academy <br />staff, 60% of the students arrive via van or bus service (the Academy currently provides <br />five vehicles, with the potential to expand to seven once the enrollment grows). 20% of <br />the students drive themselves to class, and the remaining 20% of the students are dropped <br />off and picked up at the Academy. Among the students dropped off and picked up, half <br />of those students ride in car pools (i.e., no vehicle trip is generated by that student). <br />These percentages represent both the existing conditions at the Academy and what is <br />expected to occur in the future. <br />During the AM peak hour, all of the vans and buses arrive at the school, and 50% of the <br />students that drive themselves arrive at the school. In addition, 50% of the vehicle trips <br />involving students being dropped off at the Academy occur during the AM peak hour. <br />The combination of these trips nets a total of 73 trips during the AM peak hour (51 into <br />the Academy, 22 out of the Academy). <br />Since the PM peak hour (4:30 to 5:30 PM) occurs well after the Academy dismissal time <br />of 3:00 PM, the Academy will not generate much traffic activity during the PM peak <br />hour. According to Academy staff approximately 20 students will leave the Academy <br />during the PM peak hour, having remained after class dismissal for either a sports team or <br />other functions. Assuming that 20% of the students remaining at the Academy have <br />driven their own vehicles, and the remainder are picked up, a total of 36 trips are <br />generated during the PM peak hour (16 into the Academy, 20 out of the Academy). <br />The number of trips generated by the Academy on a weighted daily average basis for the <br />year was determined based on information provided by the Academy and based on data <br />published by the Institute of Transportation Engineers. <br />The following components were used to determine the weighted daily average: <br />- 2 8 - <br />
