Haider, P.P., Director and County Engineer
1425 Paul Kirkwold Drive
Arden Hills, MN 55112 -3933 • (651) 266 -1100 • Fax (651) 266 -7110
E-mail: Public.Works@co.ramsey.ma.us
MEMORANDUM
TO: David Betts, P.E.
Short Elliot Hendrickson
FROM: Dan Soler 1
Ramsey C.unty Public Works
SUBJECT: Agriculture and Food Science Academy
DATE: October 11, 2004
The Ramsey County Public Works Department has reviewed the site plan and traffic study for
the Agriculture and Food Science Academy. This new school is to be constructed on Vadnais
Boulevard in the City of Vadnais Heights. Ramsey County would like to offer the following
comments regarding the proposed site plan and traffic study.
1. The proposed development will have minimal impact on traffic operations along Vadnais
Boulevard. The proposed school will generate approximately 513 trips per day with 73 in
the am peak hour and 36 in the pm peak hour. These levels can be accommodated on
Vadnais Boulevard.
The site plan identifies two access points onto Vadnais Boulevard. Location of the access
is critical. Vadnais Boulevard is heavily wooded and has changing horizontal alignment.
Based on a review of the available site distance the western driveway shown on the site
plan should be eliminated. The county will allow one access point off of Vadnais
Boulevard. That access point should be located as far east on the property as possible.
3. The shoulder will need to be widened to accommodate a right turn lane from Vadnais
Boulevard into the site access, The developer will need to provide appropriate signing
including a stop sign and right turn lane sign.
4. A peuuit will be required from Ramsey County for work within county right of way.
Please coordinate the permit with Bob Vezina at 651 -248 -0453.
Thanks for the opportunity to make comments regarding this issue. If you have any questions or
need any additional information please give me a call.
Cc: Tim Benetti — City of Vadnais Heights
Rick Bayless — B & B Development
-38-
Mimresota's First Home Rule County
p:mer r,11:11111 n _.“,,ffi.
