LITTLE CANADA
PARKS AND RECREATION
DEPARTMENT
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029/ Fax: (651) 766 -4048
www.ci.little-canada.mn.us
TO:
FROM:
DATE:
RE:
JIM MORELAN, Director
(651) 766 -4045
DON BOWMAN, Program Coordinator
(651) 766 -4041
DEREK ANDERSON, Program Coordinator
(651) 766 -4042
GREG HOAG, Parkkeeper
(651) 766-4056
MEMORANDUM
Mayor Fahey and Members of the City Council
Jim MVlorelan, Parks & Recreation Director
November 5, 2004
Old Fire Hall Rental Fees & Insurance Requirements
Over the past few months, a couple of problems have been identified with rental of the
Old Fire Hall. One has been partially resolved with last month's Council action of
restricting rental hours and adjusting rental fees. However, there has been a pattern of
inadequate cleaning of the hall after use. This appears to be a problem associated almost
exclusively with rentals by non- residents versus Little Canada residents.
The other problem has been brought to our attention by the renters themselves. Renters
are having an increasingly difficult time obtaining Host Liquor Liability Insurance
coverage required for rentals where alcohol is served. The League of Minnesota Cities
Insurance Trust is looking into offering this coverage so that renters could purchase it
directly from LMCIT. This may eventually be the answer to the insurance coverage
issue, however, it appears it will be some time before that coverage may be available. In
the meantime, Pete Tritz from the :LNICIT has suggested that a short -term solution would
be to lower our required insurance limits (see attached email from Pete).
Based on the above, staff is recommending the following changes to the Old Fire Hall
Rental Policy:
2.
Establish a non- resident rental -fee as follows:
Number of Hours Mon. that Thurs.
Up to 4 hours
Over 4 hours
$100
$175
Fri., Sat., Sun
and Holidays
$100
$200
This is an increase of $25 for rentals up to 4 hours, and $50 for rentals
over 4 hours.
Reduce the coverage limit for Host Liquor Liability Insurance to $250,000
from the current $300,000 /$750,000 requirement.
