MINUTES <br />CITY COUNCIL <br />MARCH 12, 2008 <br />PERSONNEL The City Clerk reviewed her report dated March 7, 2008 outlining <br />POLICY proposed Personnel Policy amendments which are generally <br />AMENDMENTS housekeeping in nature. These include: <br />o Modifying some personnel title changes; <br />o Eliminating mandatory retirement age; <br />o clarifying the definition of work week; <br />o Establishing periodic drivers record checks for employees <br />required to hold a commercial driver's license as part of <br />their job duties; <br />o Adding Health Savings Account language; <br />o Clarifying Flexible Spending Account as well as Post <br />Employment Health Care Savings Plan language; <br />o Clarifying that sick leave and/or vacation time cannot be <br />combined to generate overtime; <br />o Clarifying the requirement to purchase long-term disability <br />coverage; <br />o Updating the City Attorney's telephone number; <br />o Clarifying the uniform and footwear policy for Public <br />Works and Parks employees. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UT1ON NO.2008-3-68 -ACCEPTING AND APPROVING <br />THE PERSONNEL POLICYAMENDMENTSAS OUTLINED IN <br />THE CITY CLERK'S REPORT DATED MARCH 7, 2008 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />2008 SEWER The City Administrator reviewed the Finance Director's report dated <br />& WATER March 7, 2008 relative to 2008 Sewer and Water rates. He noted that <br />RATES no rate increase is necessary relative to sewer rates given the projected <br />incomes. However, the uncertainty of future metered flows and the <br />certainty of future rate increases supports leaving rates for 2008 <br />unchanged despite the recent profitability. <br />With regard to 2008 Water rates, the City Administrator noted that the <br />Finance Director is recommending a rate increase which essentially passes <br />on the rate increase to the City from St. Paul Regional Water Services. <br />The proposed increase is $.16 per 1,000 gallons of water, plus a 4.25% <br />increase in the water service fee from $10.26 to $10.95. The increase in <br />the water service fee offsets the inflationary increases in operating costs <br />along with reducing the overall operating loss. The Administrator noted <br />6 <br />
