Park & Recreation-
1. The 1992- 4WD F250 was scheduled for replacement in 2004. Replacement has been
deferred to 2005, as current truck condition is not posing an issue. Will run the truck as
long as we can.
2. A purchase of a large area broadcast spreader has been scheduled for 2005. Currently we
rely on borrowing or renting this equipment. However, the continuation of borrowing or
renting is questionable. If we are able to continue to borrow or rent the necessary
equipment we forgo the purchase.
3. Park improvements budgeted for 2004 have been carried forward to 2005. Additionally,
the signage items have been increased to allow for two sign repairs versus one and
Spooner Park entrance amenities in addition to signage.
4. Spooner Park garage replacement of $95,000 is anticipated to be funded substantially
through donations.
5. The current cost estimates for enhanced Spooner Park Entrance signage exceed the
budgeted amount of $20,000. The Parks and Recreation Commission has yet to meet to
decide how to resolve this difference.
Public Works-
1. The vehicle replacement program calls for the 1992 plow truck to be retired in 2009. The
current cost estimate for a new truck with similar equipment is $110,000.
2. The addition of a tow behind pothole patcher is proposed at $11,000 for 2005. This
equipment will allow for great efficiency and timely repair of potholes.
10% FUND
Revenues:
In 2004 the City modified the 10% tax calculation to be a cumulative tax on earning vs. a
monthly tax. This was done due to the charities recent difficulties in staying in compliance
with state regulations in regards to their expenses. With this change gambling revenues are
projected to remain flat.
Expenses:
1. An operating transfer of $17,500 toward P &R salaries is planned based on policy.
2. Fireworks allowance has been increased from $4,000 to $5,000 in order to maintain
the program at current levels.
10/22/0411: \Steel lyR \Buclget 2005\2004 GENERAL CAPITAL IMPROV°" 3 *'TS.doc
