Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. Hanson
On July 28, 2004, the City Council denied Precision Trees their request for a variance on outdoor
storage and an amendment to their current CUP. At that time, it was the Councils direction that
Precision Tree must have the property in compliance with the originally approved site plan
within 60 days.
Chris Groholski requested a meeting with city staff on September 21, 2004. For the meeting she
brought along Clarence Bruhn. He is a resident in Little Canada who is knowledgeable about air
filtration systems that may be able to dramatically reduce emissions from the alternative heat
source. During the meeting, city staff went through the violations that have been noted on the
site in the past and the direction of the council. Ms. Groholski indicated that they had been
working on bringing the site into compliance, but needed more time. Staff explained that any
extension on the deadline would have to be granted by the Council. It was agreed that Precision
Tree would continue to work on a possible solution for the heat source and attempt to have the
rest of the property in compliance by September 27, 2004. I would inspect the site after that
deadline. The matter would be brought forward to the council for further direction on October
13, 2004.
On September 28, 2004, I conducted a site inspection. Precision Tree had removed the semi
trailer and reduced the amount of wood on the site. However, numerous violations still remained
along with new violations (woodchip pile). I wrote a letter to Ms. Groholski the following day
outlining the items in need of correction. In this letter, I also explained that staff was waiting for
documentation from Precision Tree about their plan to achieve compliance. We had requested
that they submit supporting information by October 7.
1
