MENT TES <br />CITY COUNCIL <br />FEBRUARY 23, 2001 <br />CONDITIONAL <br />USE PERMIT <br />& VARL4NCE - <br />SOUTH <br />OWASSO BLVD. - <br />PRECISION TREE <br />Scalze opened the continuation of public hearing to consider the request <br />for a Conditional Use Permit to allow open and outdoor storage as well as <br />a Variance for the amount of outdoor storage allowed for property on <br />South Owasso Blvd. as requested by Precision Tree. <br />Scalze pointed out that the property under consideration is a large parcel. The <br />proposal by Precision Tree is to construct a 50 -foot by 100 foot building and <br />noted that given the placement of the building on the site it could only be <br />expanded to the south. Scalze asked if the City should be planning for future <br />development of the site. She noted that this would occur either through the <br />division of the site into two lots or through the PUD process. <br />The Planner agreed that future expansion of the building would be likely to <br />occur to the south. He also noted that the City's Subdivision Ordinance <br />requires where there is development of a small portion of a large parcel, that <br />the City requires a concept plan for how the remainder of the site will develop <br />The Planner agreed that the site could be developed further either through a <br />property division or a PUD. <br />The Planner indicated that the City can tie approval of the Conditional Use <br />Permit to the site plan presented this evening, thus preserving the green space <br />shown on the plan. In that way, any modifications of the site plan will require <br />Council approval. <br />The Planner pointed out that the applicant is proposing outdoor storage of <br />1,400 square feet. The I -P District standards allow outdoor storage of up to <br />75% of the size of the principal building. Therefore, 3,750 square feet of <br />outdoor storage is permitted. The Planner also noted that outdoor storage must <br />be fully screened. The applicant has proposed a screening fence that <br />encompasses green area as well as the outdoor storage area. The Planner <br />recommended that the fence encompass the outdoor storage area only in order <br />to provide for better control limiting the size of the storage area. The dumpster <br />will also need to be screened. <br />Scalze asked if the dumpster should be moved adjacent to the outdoor storage <br />area. The Planner replied that it could be, but that is not required. The <br />requirement is, however, that both the dumpster and the outdoor storage areas <br />be fully screened. <br />The Planner also noted that 10 parking spaces are proposed on the site plan. <br />This would be adequate if 10% of the building is used as office and 90% as <br />warehouse. The Planner noted that he does not have a floor plan for the <br />building, therefore, has been unable to verify the split of office /warehouse. <br />5 <br />- 1 8 - <br />
