October 13, 2004
Mayor Fahey and Members of the City Council
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
Re: Purchase Agreement for Watershed's Purchase of Noel Drive Property
Dear Mayor and Council Members:
I respectfully request that the Council not take action at this time on a Purchase Agreement for the
Watershed's purchase of the Noel Drive Property until after the outcome of the Public Hearing that is
necessary relative to the development of this site. The City has already assured the Watershed via the
Letter of Understanding that the sale will move forward if conditions outlined in that Letter of
Understanding are met.
As you are aware, the Watershed has not yet submitted development plans for this property that
would meet the City's ordinance requirements. There are a lot of questions as to how the
Watershed's proposal will work on the site. Until those are answered, I do not believe the City
should enter into additional binding legal agreements with the Watershed.
The City has lived up to the commitments it made in the Letter of Understanding. I would ask that
the Watershed be required to live up to the commitments it made in agreeing with the terms outlined
in the Letter. One of those commitments is that a public hearing be held on the Watershed's proposal
prior to the execution of a Purchase Agreement.
I question why the Watershed is concerned about the potential transaction and requires greater
assurance that the sale will proceed. To niy knowledge, there are no other potential purchasers for
this property.
Sincerely,
C' -,
--
Kathy y Gla er
2804 Noel' rive ✓
Little Canada, MN 55117
2
