MINILTES <br />PLANNING COMMISSION <br />JULY 8, 2004 <br />Duray pointed out that this is a delicate area and there are a lot of drainage <br />concerns which need to be addressed prior to the granting of any <br />approvals. <br />Whitcomb indicated that this is why they have given the City an additional <br />three months to consider this Preliminary Plat. <br />Keis pointed out the alternative development lay -out suggested by the City <br />Planner. Whitcomb stated that he did not like the alternative and felt it <br />served no end purpose. The alternative limits the number of lots and does <br />not save any natural amenities. Whitcomb indicated that there are a lot of <br />trees on the property, however, many are rotted and falling down. <br />Whitcomb indicated that the Preliminary Plat he has submitted includes <br />tree replacement which doubles the per caliper inch requirement under the <br />City's ordinance. Whitcomb indicated that the City Planner's alternative <br />plan does not meet City Codes and would require the granting of <br />variances. Whitcomb felt his plan worked better and meets the Code. <br />Rheaume asked if the County Road 13 -2 lift station had the capacity to <br />handle the addition of this development. Whitcomb pointed out that the <br />lift station is a sanitary sewer lift station and had more than enough <br />capacity to handle this development. <br />Keis noted that a lot of the property along the lake has been designated as <br />a flood zone. He also noted that the ditches along County Road 13-2 carry <br />a lot of water. Therefore, there are major concerns about where run -off <br />will go from this proposed plat. Keis stated that he was not sure if the two <br />proposed lots abutting County Road 13 -2 were in wetland areas. <br />Whitcomb stated that obviously the City has a problem with drainage on <br />County Road 13 -2. He indicated that he has talked to property owners in <br />the area and was told that the drainage on the south half of County Road <br />13-2 is substandard. Whitcomb indicated that the Gervais Hills plat will <br />handle its own water on its own property plus more. Whitcomb pointed <br />out that the Gervais Hills plat cannot fix the drainage problems that are <br />corning from the west. Whitcomb indicated that this is storm water that <br />the City has not dealt with properly. Whitcomb felt that the property <br />owners in the area would love to use the Gervais Hills development at the <br />reason for the flooding on their street. He indicated, however, that one <br />doesn't have anything to do with the other. Whitcomb stated that the <br />Planning Commission must review the Gervais Hills plat and determine <br />whether or not it meets the City's standards. <br />Duran asked if the City Engineer's comments regarding drainage have <br />been addressed.
