MINUTES <br />PLANNING COMMISSION <br />JULY 8, 2004 <br />plans was submitted taking into account some of the comments which <br />have been made. Drainage calculations have also been submitted <br />substantiating the fact that Gervais Hills can handle its own storm water. <br />Weihe asked about the Watershed's review of the plat. Whitcomb <br />reported that the plans have been submitted to the Watershed and <br />suggested that the Planning Commission's approval can be conditioned <br />upon the Watershed's approval. <br />Jim Engstrom, 670 County Road B -2, reminded the Commission of <br />previous discussion of the former existence of Lake George in the vicinity <br />of proposed Lot 1. Engstrom indicated that this was the area where storm <br />water flowed and was filtered before going into Lake Gervais. Engstrom <br />felt that there should be additional ponding as part of the Gervais Hills <br />plat, noting how rapidly the levels of Gervais can rise. <br />With regard to trees, Engstrom reported that there are some very old trees <br />on the property in question and while some are in poor condition, some are <br />in very good condition. <br />Engstrom expressed concern for the run -off of mud and dirt during the <br />construction of Gervais Hills. He also pointed out the great deal of run -oft <br />that comes into the area from Highway 36. Engstrom indicated that if <br />additional ponding could be established in the area of proposed Lot I, he <br />would be willing to give up a portion of his property as well to add to this <br />ponding area. <br />Mugs Nardini, 675 County Road B -2, reported that there are flooding <br />problems experienced by properties along County Road B -2. Nardini <br />reported that there is a lot of surface run -oft that comes down County <br />Road B -2 from Edgerton Street as well as from the south. Nardini pointed <br />out that the City Planner's report indicated that the grading and vegetation <br />removal being proposed does not meet the standards of the City. <br />Keis indicated that if the developer can control surface water from Gervais <br />Hills plat within that property, there should not be significant changes to <br />the level of Gervais Lake. Keis asked if there were other causes of <br />concern. <br />Nardini pointed out that the development will result in more rooftops and <br />impervious surface. Nardini stated that she understands the property will <br />be developed; the question for her is how it will be developed and at what <br />density. <br />-10- <br />
