Way e Janata
MAYOR
Michael I. Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blesener
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www. ci.little- canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: September 3, 2004
RE: Revised Engineering Transition Plan
At our last meeting, we approved a transition plan for engineering services between Howard R. Green
Company and Elfering & Associates, PLC. A key component of HRG's retention of on -going projects
was the continued assignment of Lyle Splittstoser as the Project Inspector. This was due to his extension
knowledge of the various projects and his relationships with impacted residents as well as city staff. The
affected parties verbally agreed to this plan.
I was informed by HRG that Mr. Splittstoser is resigning from their company effective at the end of
business on September l0`h. As a result, they wanted us to revise the transition plan to reflect the changed
conditions. Therefore, I have prepared a revised transition plan that I believe addresses the current
desires of both firms. (Note: Both firms will review and comment prior to Wednesday's meeting.)
Subject to any revisions made necessary by reviews of the engineers or our city attorney, I would
recommend approval as presented.
cc: Brian Johnson, HRG
Lee Elfering, Elfering & Associates
