Site C: 196 & 3164 Ryan Lane owned by Lee Rossow /Comfort Bus Company.
County EMV - $455,200 Size = approximately 3.25 acres
Pros: Zoned I -1 making outdoor storage easier to deal with.
Centrally located.
Accessibility is good.
Site is "hidden" in park making screening even less of an issue.
Our use would allow for redevelopment of area thereby improving appearance of area.
Cons: Site is occupied by two buildings and will cost more. (It may be possible to only acquire one of
them — 3164 — and then the back portion of the property to reduce costs, but this may pose some
building layout issues.)
Owner is not sure about willingness to sell — I'm supposed to call him back in a couple of weeks.
Will need soil corrections to support the type of building we want.
May be drainage issues.
Larger site than we need depending on final configuration of parcel and building layout.
Site D: 3165 & 3167 Spruce Street owned by Valor Enterprises.
County EMV = $353,900 Size = approximately 1.80 acres
Site E:
Pros: Zoned I -1 making outdoor storage easier to deal with.
Centrally located.
Accessibility is good.
Screening of site would not be much of an issue.
Our use would allow for redevelopment of area thereby
proving appearance of area.
Cons: Site is occupied by one building and will likely cost more than a vacant site.
Owner has not indicated any willingness to sell, but I'm proposing it as an option due to
continued code enforcement issues that could be eliminated by our acquisition.
Will need soil corrections to support the type of building we want.
Drainage issues may exist.
Owner will erroneously claim code enforcement actions are related to our interest in purchasing
property.
3088 Soo Lane owned by McGough Construction and located just south of Woodlyn Avenue
and east of Rice Street
County EMV = $310,800 Size = 3.8 acres
Pros: Zoned I -1 making outdoor storage easier to deal with.
Vacant land — only outdoor storage of construction trailers and equipment.
Accessibility is ok — but will need improvements to Soo Lane. May also enable us to solve some
other non - conformity problems on properties immediately south.
Screening of site would not be much of an issue.
Good drainage.
Very good soils — likely no soil corrections
Cons: Not aware of owner's interest in selling. Given the current use, I can assume they may resist due
to difficulty finding a suitable location that would allow the current condition.
Location on west end of city — will result in some extra travel.
Staff would currently rank the sites in order of preference as 1' - E, 2id - D, and 3rd - C. The Council should
discuss this report and provide appropriate direction as to how we want to proceed.
