NRO <br />Williams <br />WILLIAMS ENE GY SF,RVICES <br />INTER - OFFICE CORRESPONDENCE <br />DATE: September 3, 2002 <br />TO: Don Jensen <br />FROM: Andrew Livingston <br />SUBJECT: 280:M068 The Preserve <br />Tract 3318 <br />Ramsey County, Minnesota <br />AFE: 280 - 2002 -D8978 <br />U003/004 <br />A review of the drawings submitted by ProTerra Design Associates, Inc. showing WPL #1 -6 ", #2 -6 ", #4 -12" lines <br />crossing the subject development has been completed. In particular, the drawings titled "The Preserve Little Canada, <br />Minnesota ", Drawing No's. C2.1, C3.1 C4.1, L1.1 and Metro Land Surveying and Engineering Drawings "Topo and <br />Boundary" and "Preliminary Plat" as well as Williams Pipeline Company (WPL) - Alignment Drawing No's. DMA - <br />043-49, and DMA-043-49D were evaluated. It was determined that the #1 -6" line in this area belongs to MCI -World <br />Corn. The discussions to follow will therefore be limited to the remaining #2 -6" and #4 -12" lines. Please note: All <br />pipeline engineering station numbers (ESN) stated below pertain to the #4 -12" ESN and are scaled from the drawings. <br />The first area of concern is the proposed Preserve Court road within our pipeline Right of Way and mmming parallel to <br />our pipelines from pipeline ESN 13479 +02 to ESN 13474 +48. The distance from the edge of pavement to our #4 -12", <br />which is the closest pipeline to it, varies from 18 feet to 31 feet. In the area, which includes Lots 1 through Lot 5, the <br />road should be constructed to maintain a distance of 40 feet from the southerly edge of the road to the #4 -12 inch <br />pipeline. Due to the separation between the road and our pipeline and the depth of our line (approximately 3 feet), our <br />line will be out of the zone of any additional stress resulting from the road construction. <br />The second area of concern is the proposed Preserve Trail road crossing the pipelines at our pipeline ESN <br />13470 +00. The proposed depth of cover at the crossing is 4 feet. Analyzing the induced stress due to external loads <br />using Pisces it was determined that the proposed road passes all the criteria of API 1102 and is satisfactory. <br />Furthermore, the depth of cover noted above meets WPL minimum requirement as stated in our Encroachment <br />Guidelines, <br />The third area of concern is the distance between the pipeline and the proposed dwelling at Block 2, Lot 1. The <br />proposed distance is approximately 47 feet from the #4.12" pipeline. D.O.T Part 195 Paragraph 210 specifies a <br />minimum distance of 50 feet between a pipeline and dwelling or a minimum cover of 48 inches if the distance cannot be <br />obtained. Our easement at this point extends to the north property line of tract 3318B approximately 16 feet north of the <br /># 4 -12 ". While we have no control over this area since it is outside of our right of way easement it is highly <br />recommended that the placement of the dwelling on this lot be oriented to provide the maximum separation between it <br />and our pipeline. <br />The Final area of concern is the landscaping over the pipeline right of way. WPL Encroachment Guidelines state that no <br />trees or shrubs 3 feet or taller at maturity are permitted on our right -of -way. This would include the area on the south <br />side of the entrance road to Road ESN 5 +65 and the road crossing at Preserve Trail within the limits of our right of way. <br />
