Please <br />keep in mind review is still on -going by the engineer and planner and additional comments /recommendations could be <br />forthcoming: <br />• Water main size should be increased to 8" from 6" proposed. <br />• Water main should be looped to Viking Drive from end of cul -de -sac to eliminate potential for stagnant water to <br />houses at that end of plat. A tee exists on Viking to accommodate this loop. (Contact Greg Schroeder for exact <br />details) This likely necessitates an easement from the Church of Latter Day Saints or another property owner. <br />• We would like an additional 5 feet of easement from both Lot 12 and 13 for the existing MnDot storm sewer. <br />(Currently a 20 foot easement that we would like increased to 30 feet) We are also seeking MnDot's comments <br />on this issue. (Lee: please follow up on this.) <br />• The existing corrugated metal pipe serving MnDot's storm system should be replaced with concrete pipe <br />throughout the subdivision to minimize future maintenance issues. <br />• Additional storm water piping will be needed from Preserve Trail to the west. (We would like water from <br />intersection of Preserve Court and Preserve Trail to be run to the pond on the west end of the development to <br />enhance water quality through increased treatment.) Contact Lee Elfering for more details. <br />• The driveway for Lot 1, Block 3 is to access Preserve Trail versus Viking Drive to minimize traffic conflicts. <br />• Where the blanket easement exists, we would ask that the developer contact Williams Pipeline and have the <br />easement released on the developer's property or at a minimum, defined to the greatest extent possible on this <br />property. <br />• We want the road right of way to be dedicated to the City of Little Canada moved off the Williams easement <br />except in those cases where a perpendicular crossing is occurring. This provision is due to Williams' statement <br />in their letter dated September 3, 2002 that indicates that "any facilities installed within the pipeline right of way <br />that my be damaged by the Company in the performance of normal or required maintenance shall be repaired <br />by and at the expense of the landowner's) or tenants. Our requirement negates any issues associated with the <br />City's lack of control over Williams' future actions i.e. new pipes placed within the easement, it minimizes risk for <br />residents and the City as to potential expenses needed to cover future disturbances to the street or our utilities <br />associated with the pipeline, and it enhances public safety by keeping construction activities farther away from <br />the pipe. <br />• The front yard setback should be shown as 30 feet. <br />• Any landscaping proposed within the City's right -of -way should be setback a minimum of 5 feet from the curb <br />line. <br />As we discussed, we will not have any special meetings to accommodate the review of this plat as we are so close to the <br />normal meeting schedule for October. <br />Should you have any comments or questions after reviewing this information, please contact the City Planner or the <br />other appropriate staff person.
