October 4, 2002
File: 818600J -0240
Honorable Chair and Planning Commission
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117 -1633
RE: THE PRESERVE
CITY OF LITTLE CANADA
Dear Planning Commission Members:
As requested, we have reviewed the resubmitted package for the proposed `The Preserve"
development located east of McMenemy Street between the wetland and Viking Drive. The
submittal documents were prepared by ProTerra Design Associates and Metro Land Surveying
& Engineering and included plans and drainage calculations. The plans were dated September
27, 2002 and were received on September 30, 2002. Based upon our review and conversations
with other City staff, we would offer the following comments:
Preliminary Plat:
1. An access limitation should be shown on the west lot line of Lot 1 to prevent driveway
access to McMenemy Street.
2. Outlot D should be deeded to the adjacent property to the so that the property will be
maintained.
3. An additional 5 feet of drainage and utility easement should be granted from lot 12 and
lot 13 for a total of a 30 -foot easement over the existing Mn /DOT storm pipe. We have
attempted to contact Mn /DOT to discuss the easement and storm water pipe as it would
be affected by the proposed development but no response has been received at this
time.
4. All drainage and utility easements should be shown on the lot lines along with all
necessary easements for the new utilities. (i.e. an additional easement thru Lot 1 for the
storm sewer run to the proposed pond and easements for the storm water ponds that
encroach into lot 1 block 1 and lot 1 block 2.)
5. The road right -of -way must be moved off the Williams Pipeline easement except where a
perpendicular crossing occurs. The Williams Pipeline easement has not been
determined in all areas. There are also discrepancies between the information within
City records regarding the Williams easement verses what is shown on the preliminary
plat. One area in question is directly east of outlot D. The preliminary plat is indicating
the Williams Pipeline easement terminates at the proposed plat property line, while the
attached survey within City records indicates the easement extends approximately 10 to
15 feet within the property. The limits of the entire Williams Pipeline easement area
must be determined and agreed upon by all parties prior to approval to ensure that no
overlapping of the Williams Pipeline easement and road right -of -way occurs.
qtr 10 -04 -02 PingCom.doc
